Our client, a large multimillion dollar global Oil and Gas company with over 7000 employees, embarked on a project to purchase and install a Business Process Management (BPM) system. The company’s Regulatory Compliance Tracking team sponsored the project, whose scope included implementing a business process management software suite for the Regulatory Division. While the software solution would ultimately cover the pre-drill through first production phases of the well lifecycle, the real opportunity was to help define and standardize the regulatory process and implement a solution to help provide controls and tracking that would identify bottlenecks in the Regulatory process and facilitate the timely regulatory data capture required by every business unit.
The Regulatory team relied on project workbooks, Access databases, Excel spreadsheets, and word–of-mouth to track the various stages of the well lifecycle in order to file the appropriate applications and reports with regulatory agencies. Because this workflow was not documented or automated, some of the business units experienced problems with tracking regulatory submissions and extracting the data necessary to complete the required forms. Due to the lack of automation, a number of business units also experienced significant duplication of effort within the various team disciplines (i.e., Land, Geology, Drilling, Completions, etc.), which resulted in prolonged cycle times. Additionally, those business units were unable to provide an accurate status as to what stage of the regulatory process a given project was in, which increased the risk of incurring penalties for late or inaccurate filings.
To assist our client, Lewis & Fowler leveraged our expertise in Deliverables-Based Planningsm project management and extensive BPM implementation experience. Our approach was to conduct initial interviews with the Regulatory and Permitting departments, then to conduct follow-up interviews with the field as well as the Texas Railroad Commission. Upon the completion of these interviews, Lewis & Fowler proceeded with creating a detailed budget analysis, proposal, and cost benefit analysis, as well as producing an ROI statement, stakeholder analysis, project charter, project plan, and schedule.
